First understanding abbreviations:
ECR – Emigration Clearance Required
ECNR – Emiration Clearance NOT Required (also known as Non-ECR)
Out of 14 criteria which determine your eligibility to get an ECNR on your passport; criteria no. 6 applies to you where you have already competed your SSC (and now doing B.Tech). In other words, anyone with has completed SSC is eligible for ECNR.
Bottom line, YES, you are eligible for an ECNR on your passport.
